Cannot open LON device another program is using this device

Hello. I'm trying to connect to the controller Siemens PXC001-E.D. Xworks 5 via USB converter Echelon tp / ft-10. When I trying to connect to the controller Xworks throws an error:
"Cannot open LON [LON1] device.
Another program is using this device. Disconnect this program from the network (or reboot the computer)."
I turn off all the processes Ehelon in Task Manager, but it did not help.

This may be due to the U10 default buffer size of 66 bytes being to small for the BACnet over LON requirement of 208 byte buffers. You can change the U10 buffer sizes in the LonWorks Interfaces Applet in the Windows Control Panel. Since the U10 has limited RAM making the buffer sizes larger may affect performance.
The U60 DIN (FT-10 channel) can be used instead. The U60 has a lot more RAM and defaults to 255 byte buffers.

I tried to increase / decrease the buffer. But this has no effect. I have installed on my computer Windows 7 64-bit. In the description on OpenLDV driver said it is 32 bits. Is it possible in this problem? I will look for a 32 bit machine.
